Dr. Quasar is contracted out between 2 main villains, Falcone & Evil Allura, to develop serums that mimic Heroine's powers. He is responsible for building the new SITAs. He, along with Dr. Flemming, are not in to harming the Heroines, but their drive for science blinds them to what they are actually doing sometimes.
